The vertical marks will allow the fork oil to leak past the seal, did you have any difficulty separating the fork bottom from the stanchion as something has caused this damage , possibly the top Bush is damaged or worn and is allowing the stanchion to rub against the inner wall of the fork bottom, or the washer below the fork seal . You will have to get the stanchion re chromed or replaced, i would have them both re chromed by Philpotts there work is excellent but obviously you need to find the cause of the damage first.
