Not sure what you mean by "how to jump the TPS plug". The TPS has a variable output that controls the ignition timing in conjunction with engine speed and is not something you can lock in one position. Or, if you do you'll have ignition timing for that point only, no advance/retard. You'd have to find out the correlation between voltage output and ignition setting and then set it at a suitable fixed point.

You really need to rig up a way of mounting it so it knows the position of the butterfly, closed, at idle, fully open and everywhere in between.
